biodiversity development assessment report (BDAR)
A BDAR is an official document that identifies how one proposes to avoid, minimize and offset impacts from a proposed development upon native vegetation or biodiversity listed under the New South Wales Biodiversity Conservation Act 2016 and the Biodiversity Regulation 2017.
Biodiversity Offsetting
In NSW, environmental impacts associated with the clearing of native vegetation above the Area Clearing Threshold or those that occur on land mapped as having high Biodiversity Value, trigger the Biodiversity Offsets Scheme and must be assessed under the Biodiversity Assessment Method (BAM).
Test of significance / 5-part test
Implementation of the ‘Test of Significance’ (5-part test) will determine whether impacts other than those associated with clearing of native vegetation will have a ‘significant impact’ on biodiversity (in particular, threatened species or threatened vegetation communities).
